Purpose
Use this template to establish a current-state baseline before designing curriculum, training, or Builder cohorts.
Capability ladder

Evidence requirements
L1 evidence
- Can turn a vague task into a clear prompt.
- Adds enough context for useful output.
- Iterates without waiting for help.
- Checks facts, tone, and suitability before using the output.
L2 evidence
- Can brief a multi-step task.
- Can attach or point to relevant source material.
- Can define review gates and boundaries.
- Can turn the output into a real business deliverable.
L3 evidence
- Can identify a repeated workflow worth packaging.
- Can define inputs, outputs, risks, and review rules.
- Can ship a reusable asset that others can use.
- Can improve the workflow based on adoption and quality feedback.

Interpretation
- If L1 is low, start with baseline literacy and verification habits.
- If L1 is high but L2 is low, teach delegation, context packaging, and review.
- If L2 exists but L3 is missing, select Builders and scope shared workflows.
- If L3 exists but adoption is low, fix reinforcement, manager sponsorship, and workflow packaging.
